This is the usual "company" line and it tends to naturally break down when people are getting fired and business is bad. The internet is checked by the usual gaggle of intelligence, enforcement and business outfits who have their own agendas. Most, if not all, of this stuff is harmless gossip. The modern way to watermark memos is to send a slightly different version to each recipient, then see who's version makes it to the press. For example, the spacing between words in a line could be tweaked in a barely perceptible, unique way for each recipient.
