Some of the decline during Bush's last year is attributable to fear that BHO + Dem House + filibuster-proof Dem Senate would have the political capital to enact anti-business policy.
The rally, then, reflects the reality that the administration and Congress have been ineffective so far, squandering early opportunities and losing momentum.
