To prepare for the next global financial crisis, nearly a dozen financial-sector overseers from across the world decamped to Yale University for the first-ever regulatory summer camp.

Over the past two weeks, rising stars from U.S. and international regulatory agencies have spent six hours each day in a classroom analyzing the government’s response to various crises….

When deciding who should get an invite, Mr. Metrick said he asked contacts in Washington to send someone “who will be whispering in the ear of the boss at the time of the next crisis.” He also convinced international regulators to send promising employees.
