Foundations are mostly a tax-dodge for the rich. They are a way of setting up cushy jobs for the kids wthout getting taxed. Gates foundation does pretty good work, but there are a lot of foundations that are less accountable. That said, 40k/year doesn't sound like much. Buffett is doing the right thing.
