@6 clearly intends "syncophatic", "speaking equally (syn-) and together (co-) in a way that performs a social task rather than communicating information (phatic)". There may also be a subtle reference to Paulson's role in the Goldman IPO of 1999.

What's good for number theory is good for America! I have discovered a truly marvelous demonstration of this proposition, that this comment-box is too narrow to contain. But here's a hint - Lothar Collatz's assistant Carl de Boor worked at General Motors Research.

'"EP, were you the Duchess of Qwghlm in a past and fictional life?"
Depends if you think Stephenson writes fiction or not.'
Since the only element of the answer to that question which depends on the truth-value of Stephenson's writings is whether the Duchess is fictional, it seems we can conclude that EP was indeed Duchess of Qwghlm in a past life; we just don't know whether it was a *fictional* past life.

For the form of the new regime, I'd suggest a study of Soviet-bloc finance, transposed to a G-20 of green command economies. But never fear, it need not even be the end of financial innovation. The Soviets did invent the Eurodollar, after all.

How C4C will affect the composition of your atmospheric portfolio:
"Cash for Clunkers [yields] significant emission reductions per government dollar
spent, 1.1 million ... annually per billion
government dollars... Yet Cash for Clunkers is a one-off policy intervention, with diminishing climate returns over time." (page 5)
