The House is set to vote today on a nice little bill that would impose a 90 percent tax on bonus payments for individuals employed by companies receiving more than $5 billion in bailout money. House Majority Leader Steny Hoyer expects it to pass, while Charles Rangel noted that it's about drawing a line in the sand. "This is not going to happen again," Rangel said, probably taking a page from Chuck "Kill Yourselves" Grassley's playabook and miming the slit your neck sign in the general direction of AIG. "The light is flashing and letting them know that America won't take it."
