Lawyers for S&P, a unit of McGraw Hill Financial Inc., had previously asked for broader and deeper access to documents provided by the Justice Department and Mr. Geithner. They include unpublished notes for Mr. Geithner's memoir and internal Justice Department emails….

After viewing the documents, Judge Carter said there is a "compelling need" for S&P to access 19 Justice Department documents.
