Hedge funder Rosenstein, who last year paid a record $147 million for an oceanfront East Hampton estate, began work on the property this summer and has been infuriating his wealthy neighbors with the noisy construction. Now, residents are astonished to see a giant sand dune rising from the property, the result of some very determined foundation digging.
