The Russian billionaire who bought former Citigroup Chairman Sandy Weill’s penthouse apartment in 2011 for a record price is now reselling it, The Post has learned. Dmitry Rybolovlev paid $88 million — making the most expensive residential purchase ever in the city at the time — for the 10-bedroom penthouse at 15 Central Park West for his college-age daughter. The Russian oligarch has just put the property up for sale, a source close to the situation told The Post.
